Jay Moody

Jay Moody is a Member in the firm’s Tax Division. He has more than 30 years of public accounting experience, 18 of which were with Jinks & Moody, PA, prior to merging with Warren Averett. Jay’s primary responsibilities include tax planning and compliance for estates, trusts, corporations, partnerships and individuals. Jay resides in Lynn Haven with his wife and they have three children.

Angela Reese

  • Over 30 years of experience in education including classroom teaching, administration, Exceptional Student Education, Title 1, curriculum and instruction, instructional coaching, and CTE

  • Born and raised in Bay County
  • Daughter of a blue collar industrial worker, father worked for 42 years at the local chemical plant
  • Participated in previous site team visits for EDA
  • Family connections with local military
  • Excited to be a part of the business and industrial growth in Bay County as well as Northwest Florida

Dr. Irvin Clark

Irvin R. Clark, Ed.D is a native Floridian (Greensboro) who came to Panama City in July 2017 to join Florida State University Panama City (FSUPC) as the Associate Dean of Student and Strategic Initiatives.

Prior to the appointment at FSUPC, Dr. Clark was the Interim Vice President for Student Affairs at Radford University in Radford, Virginia. He joined Radford University in 2013 as Associate Vice President for Student Affairs and Dean of Students. He served Savannah State University (1993-2013) in Savannah, Georgia in a variety of roles over a 20-year period with his last role being the Vice President for Student Affairs. Prior to his long tenure at Savannah State University, Dr. Clark played professional football for the Tampa Bay Buccaneers as a defensive lineman (1991 season) and served in the U.S. Navy (1983-1987).

Dr. Clark earned a Bachelor of Science degree in Political Science (1991) from Florida A&M University; a Master of Science degree in Public Administration (1999) from Savannah State University in Georgia; a Doctor of Education degree in Educational Leadership and Change (2003) from The Fielding Graduate University in California; Certified Lay Pastor (2016) with the United Methodist Church; completed Local Pastor Licensing School (2024) at Emory University’s Chandler College of Theology; and is currently enrolled in the Course of Study (2025) at Emory University’s Chandler College of Theology.

Dr. Clark is a lifelong Methodist! He served as Certified Lay Pastor for New Mount Olive and New Hope United Methodist Churches in Radford, Virginia (2016-2017); Greenwood United Methodist Church in Greenwood, Florida (2019-2023); and currently serves as Local Pastor (2023) for Honeyville United Methodist Church in Wewahitchka, Florida.
Dr. Clark is married to Betsy Clark, and they have a blended family of five children and one granddaughter.

David Powell

David Powell serves as Senior Vice President and Chief Operating Officer (COO) of Innovations Financial Credit Union, where he oversees core operations, the branch network, deposit and loan servicing, collections, and facilities management.

With nearly 30 years of experience in banking, lending, and operational leadership, Powell has played a key role in driving growth and strengthening member service throughout his career.

A graduate of the Florida State University College of Business and the Graduate School of Banking at LSU, Powell is also actively involved in the community through leadership and board service across numerous local and regional organization, including his current service on the Gulf Coast State College District Board of Trustees and the Anchorage Children’s Home Foundation. He has previously served as Chairman of the Panama City Beach Chamber of Commerce, the Bay County Chamber of Commerce, the Bay County Military Affairs Committee, and the Bay Education Foundation.

Kyle Shoots

Kyle Shoots serves as the President of System Service & Engineering. In this role, he oversees the direction and performance of the company, leading operations through business development, Team Member advancement, customer retention, and sales growth. In 2023, Kyle became a Partner at Fidelity Building Services Group (Fidelity) when System Service & Engineering joined Fidelity.

Kyle co-founded System Service & Engineering in 2012, and his leadership has contributed to the organization's expansion as a leading provider of technical building services and solutions to clients in Northwest Florida. In 2016, the company was recognized by the Bay County Chamber of Commerce with the Entrepreneurship Award. Kyle is a member of the Bay County Economic Development Alliance and a Board Member of the Bay County Chamber of Commerce. He graduated from Haney Vocational College, where he studied Metal Technologies. He also attended Southeastern College for general studies in Theology.
